The Hanley Road Corridor Phase 1 project is a combination of roadway infrastructure projects designed to improve mobility and safety along the Hanley Road corridor. The project includes: additional travel lanes; intersection improvements; improved signalization; and new sidewalks along the corridor. Project designs areas include:
Hanley Road Phase 1 South – this project includes added travel lanes and a new intersection at Manchester Road. The project limits are Flora Avenue to near Litzsinger Road.
Hanley Road Phase 1 North – this project includes added travel lanes, intersection and signal improvements, an access reconfiguration at Eager Road, and coordination with MoDOT’s I-64 improvements. The project limits are from I-64 to W. Bruno Avenue. The improvements are being implemented in two projects: the access reconfiguration at Eager in partnership with MoDOT and Gateway Constructors and other improvements in coordination with the City of Richmond Heights’ Hadley Heights Development
As part of the Federal Transportation Bill (SAFETEA-LU) passed in 2005, St. Louis County received an $8 million dollar earmarking for improvements along the Hanley Road corridor. Most of the $8 million dollar earmarking will be used to study and design a new roadway system. The remaining balance will go towards right-of-way. Currently, St. Louis County is working to secure total funding for construction. It is anticipated that funds will be a combination of federal, state and county dollars.
St. Louis County is the official project owner. However, the County is working in coordination with the City of Brentwood, City of Maplewood, City of Richmond Heights, and The Missouri Department of Transportation during the design and funding process.
The Hanley Road Corridor Study, conducted in 2004 through a Public-Private Partnership between St. Louis County, local municipalities and key stakeholders and developers, revealed that over the past 10 years central St. Louis County has seen tremendous development and redevelopment in the area. The study went on to highlight the need to improve roadway infrastructure along the Hanley Road corridor for mobility and safety reasons due to community growth forecasted in correlation with the new I-64 project.
The project being designed is based on a revised concept from what was originally proposed in the Hanley Road Corridor Study (see the MUTI page for additional information).
The County is committed to assuring that their constituents have an opportunity to be engaged and informed during the various planning phases of this project. As noted during the Hanley Road Corridor Study, the public had an opportunity to be involved thru various activities such as, stakeholder meetings and briefings, standing advisory committees, and public hearings. Efforts to continue public involvement activities will carry on during the design phase.

A temporary closure of Manchester road may be necessary. A final decision will be made after all alternatives have been investigated. Once a decision is made the public will be notified immediately.
Based upon preliminary plan investigation, this project is anticipating sidewalks along both sides of Hanley and Manchester, share the road facilities (14' outside lanes), and bike slots through the Manchester intersection.
A modest amount of aesthetic treatment is currently planned for the limits of the project. Additional aesthetics or streetscape design is only possible if additional funding such as an urban enhancement grant is secured for the project.
Impacts from construction at either end of the project could not be equitably resolved in a timely or cost effective manner. It is believed that these improvements can be more easily implemented at some point in the future when re-development and/or other circumstances warrant.
